Avengers, led by Captain America, participate in a destructive incident of international concern. The government decides to regulate all the people with special abilities. Steve Rogers and some other heroes openly confront this regime. Tony Stark, in contrast, finds this contract acceptable and assembles his team. This leads to an inevitable split and a war between the Avengers. While Steve and Tony are fighting with each other, mysterious Zemo makes his own plans.
